The UK and US have hammered out a significant trade agreement that will maintain no tariffs on British pharmaceutical products being sold in the US market.

Agreement Details of the Deal

Under the terms of the agreement, the UK has pledged to raise expenditure on drugs through the National Health Service (NHS). This commitment guarantees that duties on these crucial goods will stay at zero for a timeframe of three years.

This agreement is in response to recent statements to significantly raise tariffs on branded pharmaceutical products, with potential rates floated as high as double the cost.

"This deal with the UK reinforces the international landscape for cutting-edge drugs and brings much-needed fairness to transatlantic drug exports," a statement noted.

Trade Significance

Pharmaceuticals constitute one of the Britain's biggest exports to the United States, which is clearly the biggest market for leading British pharmaceutical firms.

Statistics indicate that in the 12 months to the end of September, the UK sold medicines valued at billions to the US. This figure represented nearly one-fifth of all goods exports in that span.

"This deal safeguards employment, increases investment and sets the stage for the UK to become a international leader for biotech and pharma," a minister commented.

Specific UK Commitments

The pact includes several key commitments from the British government:

  • Revised Affordability Limit: The UK will raise the cost ceiling at which it deems new treatments to be prohibitively costly by a quarter.
  • Increased NHS Spending: There is a aim to double overall health service expenditure on medicines from 0.3% of GDP to 0.6 percent over the following ten-year period.
  • Payback Limit: The sum pharmaceutical firms must refund to the NHS to stay within budget will be limited at 15%. In the past, rebates topped 20%.

Recent Tensions

The deal comes amid a protracted row between the sector and the ministers over spending levels and approval rates.

These tensions were heightened by arguments that US customers were paying a premium for the equivalent treatments than patients in the UK and Europe.

Recently, several large drug company projects in the UK have been halted or scrapped, while major funding commitments have been announced toward American operations.

One official publicly accepted that the NHS needed to increase expenditure on treatments, noting that its expenditure on drugs had shrunk as a proportion of its resources over the past decade.
